If an iPad is the only device you have available, you will have more success with the following actions:
Confirm your operating system is IOS 12 or newer
Use Google Chrome as your web browser
Disable all pop up blockers on your device/web browser
-On Chrome select the three dots in the upper right>Settings>Content Settings> Block Pop-ups turn to off.
If these steps allow you access, regularly clear the cache and cookies from your web browser
